'The King of Fighters EX: Neo Blood is a video game based on The King of Fighters '99 Evolutions systems. It was released for the Game Boy Advance in 2002.
The EX series created a branched timeline. According to the team prologues of this game, the NESTS Saga never happened since in this continuity, Kyo Kusanagi was found by Moe Habana after the end of KOF '97, not NESTS. As a result of this, K', Whip, Krizalid, the Kyo clones, and Kula Diamond were never created. Also note that the appearances of the Striker-only characters in this game are not canon, as they are either never mentioned in the prologues or have other things going on (such as Joe defending his title and Yuri contracting the mumps), and that this game takes place instead of KOF '99 in the EX continuity.
