Hurricane Upper (ハリケーンアッパー) is one of Joe Higashi's Special Moves from across the Fatal Fury and The King of Fighters series, first appearing alongside him in Fatal Fury: King of Fighters.
It also appears as a Special Move exclusive to players' Avatars in Street Fighter 6 as a part the "Knock Out Festival" scenario in World Tour mode included with Terry Bogard; this can be unlocked after speaking to Joe in Pao Pao Cafe 6 after completing the "Pao Pao Pow Wow" Side-Mission.

Description[]
Joe performs an uppercut that releases a small tornado that travels forwards, eventually dispersing most of the time. Stronger variants usually have him throw multiple tornadoes, usually two or even three.
Starting with KOF XIII, Hurricane Upper would gain an variant, which allows it to deal more damage and have juggle properties.
