A fighting game boom swept the arcade world in the 1990s—and one franchise that led the charge was Fatal Fury.
The "father of SNK fighting games" burst onto the scene with the first FATAL FURY in 1991 (the dawning of a new era, some would say)—a landmark title that follows brothers Terry and Andy Bogard, along with Japanese Muay Thai champion Joe Higashi, on their quest for revenge against nefarious South Town kingpin Geese Howard. FATAL FURY 2 followed a year later, introducing the series' first female fighter—Mai Shiranui—and focusing on two-player competition. Another year on saw FATAL FURY SPECIAL, an all-star brawl with combatants from the two previous titles, make waves in its own right.
Fatal Fury's legacy cannot be denied, having taken arcades by storm and pumping out a slew of new titles in the years since. The series has truly cemented its place in the annals of fighting game history.

Fateful Battles[]
Like Samurai Shodown (2019), this game has fateful battles in Story Mode. Each character fights a special rival before the final boss (if it happens), whom they encounter in their last match. Before the match, the player is presented with a short, illustrated introductory cut scene. These cut scenes help elaborate on the relations and lore between the characters in the game's roster. The characters with some important role with the game's story will fight in the Geese Tower. Some characters fights with two rivals.

Director Yasuyuki Oda had been petitioning then-president of SNK, Eikichi Kawasaki, to allow him to produce a new Garou/Fatal Fury title ever since returning to the company in 2014.[2] Previous attempts for a sequel were made, mainly Garou: Mark of the Wolves 2, already reported to be 70% complete, but ultimately did not see the light of day due to time constraints and the company's precarious financial position at the time.
City of the Wolves became the proper sequel, first revealed at EVO USA 2022 on August 7, after the finals of The King of Fighters XV. A brief teaser trailer and poster illustrated by TONKO were shown, confirming that the sequel had been green-lit. The poster shows Rock Howard standing in an alleyway at night. Two silhouettes can be seen on either side of him, one resembling Kain R. Heinlein while the other appears to be Billy Kane.
Further information was revealed in Twinfinite’s interview with Yasuyuki Oda at Gamescom 2022, confirming that Terry Bogard would appear in the game and that there would be a higher emphasis on the single-player story mode than recent SNK titles. He also confirmed that development had begun before the reveal at EVO USA 2022.[2]
Some Garou sequel details were revealed in an interview with Oda; 10+ original devs will return for the sequel, and some parts of the leaked original Garou: Mark of the Wolves 2 might make it to the full game. The game would not be called "Garou 2" and the game will be presented in 3D with a new art style that is different from both Samurai Shodown (2019) and The King of Fighters XV. Oda also said that he is "cool" with Guest Fighters.[3]
At EVO Japan 2023, another brief teaser trailer and poster illustrated by TONKO were shown, this time showing Terry in his Garou design, standing in an alleyway during daytime. The poster also reveals Joe Higashi wearing a tracksuit and Andy Bogard wearing a button-up shirt. The teaser also ends with SNK stating that the game is "furiously" in development.
During EVO 2023, the game's title was finally revealed, along with a teaser showing the cities and various locations of both South Town and Second South Town, as well as in-game footage of Rock Howard and Terry Bogard, as well as its art style. During the first part of the ad, the voices of other characters that haven't been fully revealed yet can be heard.
In an interview with Oda, it was stated that Fatal Fury: City of the Wolves is the 7th canonical chapter of Fatal Fury, and is intended to conclude the storyline that began in Mark of the Wolves. It is also mentioned that the game will probably offer some sort of easy control mechanic option, and that its visual style was inspired by American comic books like Marvel Comics, with (Ultimate) Marvel vs. Capcom 3 serves as the main example.[4] It has also been stated that City of the Wolves will be the last SNK fighting game for a while, as the company wishes to revive their older IPs and take their existing fighting game IPs into new game genres. In another interview with Oda with 4Gamer, he reveals that many the newcomer characters found in the cancelled Garou 2 will not appear in the new Fatal Fury, due to how SNK creates characters differently from how did back in the 90s. Additionally, the game will not have a line system like in the early Fatal Fury games up to Real Bout 2, and will remain with the one line system from Garou. However, some of the mechanics from Garou, such as Breaking, will return, albeit in a more developed form. "Rollback Netcode" is also confirmed for the game.[5]
After the the Finals of SNK World Championship 2023, many more details of the game was revealed. The game would be under the all-new REV System, which is tied to four sub-mechanics; REV Guard, which acts as a special guard, REV Blow, which acts as an evolution to T.O.P. Attacks, REV Arts, which seems to act as the game's new EX Special Moves, and REV Accel, which has Special-to-Special Move Cancels, similarly to Hyperdrive Mode from The King of Fighters XIII. Combination Attacks, Just Defense, Breaking, Dodge Attacks, Feints, and the S.P.G. (Selective Potential Gear) are all set to return from Garou. Additionally, the game will feature two control schemes: Arcade Style, which features the classic control scheme found in many SNK games, and Smart Style, a simplified control scheme that focuses flashy single button combos and direction inputs for Special Moves rather than Motion Inputs. The game's visuals were also significantly improved, now boasting an even more impressive comic book shading and motion blur. Stages also have a burst of life to them, with many NPCs now added in the background.
Two returning characters, Hotaru Futaba and Tizoc, were revealed, and a brand new character, Preecha, was confirmed to make her debut in this game. For the first time in more than 14 years, Fatal Fury: City of the Wolves' will feature a full English voice cast alongside the Japanese voice cast. Additionally, it was announced that the game will be released in early 2025. After the finals for KOF XV on EVO Japan 2024, Marco Rodrigues was revealed.
In SNK's profile on Twitter (X), it is confirmed that the game is confirmed to run on Unreal Engine 4, making this the third SNK game to use this engine, succeeding Samurai Shodown (2019) and The King of Fighters XV.[6] At Summer Game Fest 2024, it was confirmed that the game will be released for PlayStation 4/5, Xbox Series and PC (Steam and Epic Games), along with the reveal of B. Jenet and newcomer Vox Reaper.
On Gamescon 2024, it was confirmed that the game will be released on April 24, 2025, along with Mai Shiranui's reveal. The official trailer for the game was also released at this time, which mentioned the addition of Color Edit which was previously seen in The King of Fighters XIII, plus an RPG-esque mode called Episodes of South Town.
On September 21, 2024, on soccer player Cristiano Ronaldo's Instagram account, it was confirmed that there will be in a collaboration with him in this game. On March 26, 2025, it was confirmed that he will be a playable character in the game. [7] [8]
During TOKYO GAME SHOW 2024, it was revealed that Ken Masters and Chun-Li, two characters of Capcom's Street Fighter series, will be added to the game as guest DLC characters on Season 1, as part of exchange collaboration between City of the Wolves and Street Fighter 6, following Terry and Mai's inclusions in the latter game. An advertising poster in collaboration with the energy drink brand Red Bull was also released.
On January 23, 2025, it was announced a Open Beta Test for all the platforms which the game will be released (except Epic Games). The beta were available on February 20 to 24. On January 24, the first images for the promotional video for the game, made by Masami Ōbari, were shown, with scenes of Terry Bogard and Geese Howard fighting, a resemblance to the Real Bout Fatal Fury's classic ending. Obari also made a promotional video for The King of Fighters XV.
On February 9, a trailer was accidentally leaked on the official website, revealing Kain R. Heinlein as a playable character. The teaser was quickly removed.
Just days before the EVO Awards, an image surfaced online claiming to reveal the cast of DLC Season 1, featuring Andy Bogard, Ken Masters, Joe Higashi, Chun-Li and Mr. Big. The credibility of the leak was reinforced by the artwork style and timeline, and it was later confirmed to be true, during the EVO Awards 2025, occurred on February 15.[9] The designs of Andy and Joe are different from those seen in the second teaser's illustration.
Also at the 2025 EVO Awards, Kain R. Heinlein appears as a playable character, confirming the leak seen in the official site. He also joined with Rock Howard, Terry Bogard, Hotaru Futaba, Preecha, Vox Reaper, B. Jenet and Mai Shiranui in the first Open Beta Test, which will happen in the end of the month, as already mentioned.
On March 17, a Second Open Beta will be launched during the dates of March 26 to 31, with the addition of Tizoc. New online and offline features will be added during the beta.
On March 24, it was announced a collaboration with 11 world-class DJs. 19 songs will be released, which are:

The tracks will be released from April until October. Mind of a Warrior's music video mainly focuses on a fight between Terry and Rock on the Freight Express.
Besides that, on April 3, one of the DJs confirmed, Salvatore Ganacci, is confirmed as a playable character, as another collaboration with real-life celebrities. [10]
During the showcase for the game, sponsored by EVO and exhibited on April 9, two new game modes are announced: the traditional two-lines mode which was last seen in Real Bout Fatal Fury 2: The Newcomers, while the Out of Bounds mode, seen in Real Bout Fatal Fury, will be added post-launch update. These resources can be seen in a separate mode.
On April 17, Obari's animation would finally be released to the public, which was accompanied by “Terry Andy Joe”, a remix by Salvatore Ganacci of "Just a Little Smart Fighting Fellow" from Fatal Fury 1, which was already a remix of a track from Street Smart. This animation would end up being the game's intro sequence, unlike Obari's video done for KOF XV which was viewable in the Gallery.

The game was used as the official sponsor for Chris Eubank Jr vs Conor Benn, billed as Fatal Fury, a boxing event held at Tottenham Hotspur Stadium in London on April 26, 2025, in partnership with The Ring, headlined by the titular match between the aforementioned British boxers, the sons of Chris Eubank and Nigel Benn.
On April 11, a promotional trailer for the match featuring the influencers iShowSpeed and KSI was released. It had a full storyline about iShowSpeed and KSI visiting SNK Headquarters and entering the server room, with a mysterious computer with a game of Fatal Fury on it and a red button. As Geese Howard's ghost (Nightmare Geese) transports Eubank Jr. and Benn into the game world, Speed presses the red button and gets sent in alongside them and watches as the boxers do battle in Fatal Fury 1, and they are later transported into City of the Wolves, all as KSI attempts to get Speed out. Eventually the four end up in the Stadium, with KSI and Speed in the crowd watching the boxing match.
The game was also the sponsor of another boxing event, also in partnership with The Ring, billed as Fatal Fury in Times Square, held on May 2, 2025. It was headlined by Ryan Garcia vs. Rolando Romero.
Advertisement for the game also appeared at WWE WrestleMania 41, with not only the game's logo in the centre of the ring, but also a short performance from Ganacci with “Terry Andy Joe” playing, taking place before the first match.
The game also had limited-time themed buses present in London, Paris, Los Angeles, New York, Taiwan, and Bangkok, plus a coffee truck in South Korea.[11]

Episodes of South Town (EOST)[]
Episodes of South Town, shortened as EOST, is an RPG-esque mode where you explore South Town with your character of choice and taking on battles and across the map while levelling up and obtaining Skills which can be equipped. Each character has their own story and objectives. To play EOST you’ll first need to connect to the Internet and update the game.
Color Edit[]
A feature previously seen in The King of Fighters XIII, that allows you to make up to 10 custom colors for each character. You can change the colors of their hair, lips and clothes. You can use either solid colors for clothing or unique patterns, some having to be unlocked in EOST.
Minigames[]
COTW has two minigames: the 1000 bottles and arm wrestling. Both are aviailable in EOST.

CotW takes place 2 years after MotW. Therefore, most of the characters in the former entry are from the latter game. However, unlike the 1999 game, Terry isn't the only veteran fighter present in this entry (if considered veterans as the characters that debuted during the FF/RBFF era).
Some Japanese voice actors who appeared in some SNK entries starting from 2016 reprise their roles in this game (Rock, Terry, Tizoc [if considered his heel persona King of Dinosaurs and due to the fact that the character is voiced by the same actor since 1999], Jenet, Billy and Gato [Mai remains with the same voice actress since 2010]).
Several characters currently confirmed in this game make appearances in The King of Fighters series throughout the years (starting from 1994, the year which the game/series mentioned was released).

Characters Overview[]
In the first Official Teaser Trailer (showing South Town's map), the voices of Hotaru Futaba, B. Jenet, Tizoc, Marco Rodrigues, Kevin Rian, Billy Kane, Mai Shiranui, Gato and Hokutomaru were all heard (and eventually revealed to be playable characters later).
Both Andy Bogard and Joe Higashi appeared in the game's first official illustrations by TONKO, strongly hinting at their inclusion. However, as of now, they are the only characters without a proper gameplay trailer. Their presence were officially confirmed as part of the DLC Season 1. Kain also appears in the official illustrations, until his gameplay trailer being revealed.
Yuri Sakazaki, Grant, Freeman, Lilly Kane, Sokaku Mochizuki, Kim Kaphwan, Marie Heinlein and Duck King were also mentioned in Marco, Vox, Kevin, Billy, Mai, Dong Hwan, Kain and Salvatore's official character bios.
